David J. Garms Joins IFDC

Muscle Shoals, AL
--A development professional who has extensive experience in designing, managing and evaluating development aid and humanitarian relief programs in Asia, Africa, and Eastern Europe is joining IFDC on October 1, 2002, as Development Officer.  Dr. David J. Garms, who replaces Mr. Daniel F. Waterman, will be posted in Washington, D.C.  Mr. Waterman is now serving as Acting Director of IFDC's Training and Workshop Coordination Department. 

Garms most recently served as Team Leader of Vision and Strategy Development for the U.S. Agency for International Development (USAID).  Some of his previous appointments include the following:  Executive Director of Worldview International Foundation-USA; Director of Program Development, International Relief and Development; Emergency Food Aid Coordinator of the
Office of Food for Peace, USAID; U.S. Representative to the World Food Program, U.S. Mission; Director of Program Planning and Budgeting, USAID; Officer in Charge, Nepal, Maldives, and Sri Lanka Affairs, USAID; and Acting USAID Representative, Malawi. 

Garms' career has taken him to 70 countries; he served on short- and long-term work assignments in 38 of these countries.  Garms received a Ph.D. degree in public administration from LaSalle University in 2002, an M.P.A. degree from the University of the Philippines in 1978, and a B.A. degree from Worthington Community College in 1962.
